Evaluación socioeconómica de proyectos de infraestructura de integración regional

En esta nota metodológica se identifican y discuten las principales cuestiones que caracterizan la evaluación, selección y priorización de proyectos multinacionales con efecto sobre la integración regional. Se presentan un marco conceptual y métodos de evaluación cuantitativa con el propósito de entender adecuadamente la naturaleza de los proyectos de infraestructura multinacionales, el marco institucional más apropiado para su formulación y selección, la manera en la que deben adaptarse los análisis coste-beneficio para identificar los beneficios y costes sociales de estos proyectos y, finalmente, los criterios que podrían utilizarse para comparar y repartir, en su caso, dichos beneficios y costes entre los distintos agentes económicos de los países afectados por los proyectos multinacionales.
